The Rockwall County Jail Substance Use Program is a partnership between R.E.C. Treatment Center and the Rockwall County Sheriff's Office designed to provide evidence-based substance use treatment to eligible detainees during incarceration. The program recognizes that many individuals involved in the justice system struggle with substance use challenges that often contribute to legal involvement, strained relationships, employment difficulties, and barriers to long-term stability.

By providing treatment while individuals are still in custody, we have a unique opportunity to address these challenges at a critical point in their lives and help prepare them for a healthier, more successful return to the community.

This 10-week treatment program combines group counseling, individual counseling, clinical assessment, treatment planning, and recovery education in a structured and supportive environment. Services are provided by licensed substance use treatment professionals and are designed to help participants better understand the impact of substance use, develop healthier coping strategies, and build a foundation for lasting recovery.

Participation is voluntary and focused on personal growth, accountability, and skill development.

The services continue after program completion. Participants receive follow up communication with R.E.C. Treatment Center for up to 12 months post completion. Their journey continues to be supported with on-going wrap around community resources as needed.

Each participant receives:

• Comprehensive substance use screening and assessment 
• Clinical diagnosis when appropriate 
• Individualized treatment planning 
• Eight structured treatment groups 
• Four individual counseling sessions 
• Recovery and relapse prevention education 
• Personalized discharge planning 
• Certificate of program completion 
• Clinical progress report for courts, attorneys, or other approved parties when appropriate
